what is VISTA and why cant they encourage voting?

So I did that, and I was technically on call 24/7. Anyway, since it is so important that the program remain non-partisan seeming, the lines of okay (in terms of political motive) and not okay were pretty dangerous territory. Now as a civilian, I am able to speak my mind openly and not worry about the potential implications of it.
